The fountain was inaugurated to celebrate the fiftieth anniversary of the Albertine Statute. It was one of the main attractions of the 1898 National Exhibition, designed by engineer Carlo Ceppi as a synthesis between early floral motifs and Rococo nostalgia. It consists of a large oval basin into which a foamy waterfall plunges. The water mirror is surrounded by a balustrade adorned with twelve statues symbolizing the twelve months. The whole is surmounted by a terrace, enriched by a large sculptural group, the work of several masters. It depicts the rivers that flow through Turin.
